A quaint state that borders both the [[Welles Theocracy]] and the [[Free States of Odurne]], the Cyneberg Diocese is led by a quadrant of pacifist monks that have undertaken a vow of silence. They are often consulted by pilgrims for divination purposes. Pilgrim's that enter the Diocese must undergo a rigorous test of self worth by visiting the [[Nine Precepts]] scattered through Cyneberg. It is said at the end of this journey, a single monk will break their vow of silence to deliver a message from [[Oath's Armory]] to the individual. The capitol of Cyneberg is [[Elzheim]].
